Context and Elemental’s Master Plan
After the 2010 earthquake and tsunami, the city of Constitución commissioned Alejandro Aravena and his firm Elemental to develop the Sustainable Strategic Reconstruction Plan (PRES), a pioneering project that responded to the community’s wish for more green spaces and to restore democratic access to the Maule River. Instead of erecting concrete walls, the plan introduced a coastal strip of “green shield,” through a system of topographic mounds 1.5 m high and dense tree planting (acacias, cypresses, eucalyptus, elms) that, by dissipating wave energy, acts as a natural barrier against possible tsunamis and flooding.

Natural Risk Mitigation Strategies
In the second stage, the consulting firm Regeneraxión arquitectos developed the project at the construction detail level, giving concrete form to those PRES ideas. “Landscaped” berms and mounds were proposed, built with salvaged earth, which not only control water flows during floods but also create lookout points and gentle settings for strolling. These platforms were planted with native, salinity-tolerant species, recreating a riparian forest capable of slowing water flow and absorbing kinetic energy without resorting to hard engineering solutions.

Integration of Programs and Civic Space
The construction detail incorporates a pedestrian corridor parallel to the riverbed, with accessible paths, rest areas, and furniture in wood and corten steel. Along this edge, meeting plazas are distributed, equipped with pergolas and open-air amphitheaters for cultural activities, along with platforms for contemplating the river. New programs were integrated along these edges — local fishermen’s markets, picnic areas, exercise stations, and a riverside café — that revitalize the neighborhood economy and encourage civic appropriation.

Construction Detail and Sustainability
Regeneraxión also detailed sustainable drainage systems and permeable pavements that facilitate the infiltration of rainwater into the mounds, reducing runoff. The pergola roofs combine solar panels with climbing vines that modulate radiation and improve thermal comfort. All construction elements were designed to minimize maintenance, using treated timber, stainless steel, and high-durability concretes.

With these decisions, the Constitución River Park is established not only as risk mitigation infrastructure, but as an inclusive, safe, and multisystem public space.
