Cerro Welén-Santa Lucía is today the result of many design interventions throughout its history, each of which has acquired some form of value. This view is part of its declaration as a National Monument (1983).

Urban Issues
Currently, the hill’s main disadvantage is its disconnection from the rest of the city. This large public space rises like an island within the sector and is confined mainly by a dense road network.

As a result, pedestrian accessibility problems arise, along with enormous difficulty in recognizing its edge and its access points from the cross streets.

Project Observations
Our intervention on the hill has two objectives. First, to strongly activate and permeate the hill’s perimeter ring, that is, the entire public space where the slope meets the city plane.

The second objective concerns the consolidation of the proposed readings in order to offer visitors cultural and scenic routes, thereby activating and enhancing the value of the hill’s various elements—heritage, historical, sustainable, indigenous, foundational, among others.

Three Operations for a Single Overall Design Strategy
The overall design strategy comprises three major operations. First is the permeability of the hill’s edge, then the reactivation of specific spaces, and finally the creation of different thematic circuits.
